SUPPLY AND DOOR TO DOOR DELIVERY OF SCHOOL FURNITURE CY 2016 BATCH 7

 

 

1. The Schools Division Office of Zamboanga del Norte, through the BEFF CY 2016 BATCH 7 intends to apply the sum of TWELVE MILLION, SIX HUNDRED TWO THOUSAND, FIVE HUNDRED PESOS (PHP 12,602,500.00), Philippine Currency, being the Approved Budget for the Contract (ABC) to payments under the contract for DEPED-RIX-ZDN-BEFF-CY2016-SFP-BATCH 7. Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

1. The Schools Division Office of Zamboanga del Norte now invites bids for DELIVERY OF SCHOOL FURNITURE.[1]  Delivery of the Goods is required ONE HUNDRED EIGHTY (180) CD. Bidders should have completed a contract similar to the Project, within 5 years immediately preceding the date of submission and receipt of bids for this procurement project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

1. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

 

In addition:

 

1. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

 

1. Interested bidders may obtain further information from Schools Division Office of Zamboanga del Norte and inspect the Bidding Documents at the address given below during office hours, Monday – Friday 8:00 – 5:00PM.

 

A complete set of Bidding Documents may be acquired by interested Bidders from the address below, or may be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable, non-refundable fee of Twenty-five thousand pesos (Php 25,000.00) for the Bidding Documents not later than the submission of their bids.

 

1. The Schools Division Office of Zamboanga del Norte will hold a Pre-Bid Conference[2] on September 29, 2017, 3:00 PM at the Conference Room, Schools Division of Zamboanga Del Norte, Capitol Drive, Estaka, Dipolog City, which shall be open to interested parties who have already paid the bid documents for this project.

 

1. Bids must be duly received by the BAC Secretariat at the address below, before 3:00 PM of October 12, 2017.  All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause Error! Reference source not found..

 

Bid opening shall be on October 12, 2017, 3:00 PM at the Conference Room, SDO, Capitol Drive, Estaka, Dipolog City.  Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

 

1.       Bidders are responsible to read all supplemental bulletin/ bid bulletin, as provided in this

ITB, and in Bidder’s Omnibus Sworn Statement. Procurement timeline as generated by

PGGB shall as much as possible be followed. It may however be subject to change with

proper notifications, in case when quorum cannot be obtained by reason of the inability

BAC members due to their official commitments elsewhere.

 

1. The Schools Division of Zamboanga Del Norte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
